Leonard Snart is the thief Lt. Cold, and the leader of the Rogues.

Origin

Leonard was a former Navy SEAL, he became a stuntman for a while, he grew increasingly frustrated and turn to high-tech weaponry crimes. Leonard Snart broke into Tech Symposium a company that Patty Spivot work at and was testing her genome re-coder, a plan foiled by motorcycle police officer Barry Allen who was there to see his girlfriend Patty Spivot. During their fight there was accident both men were affected in different ways. Both ended up in comas for 6 months.

Lt. Cold

After awaking from his 6 month coma in hospital prison, Leonard Snart develops ice powers and calling himself Lt. Cold, he breaks out. He decides to create a group called The Rouges. After recruiting old members from his Seal team and some people from jail, they decided to break into a DARPA weapons container which contained weapons created by Ray Palmer aka Micron 1, and with these they decide to use their weapons to commit bigger high-tech crimes and to destroy The Flash and Team Flash.

• Cryokinesis: Snart, DNA fuse with his weapon, which gave Leonard the ability to generate and control ice.

• Mechanical Engineering: Snart is capable of fabricating a weaponized cold-engine. He stole the original engine and it's plans and took two months taking it apart and putting it back together again until he could do it with his eyes closed. He is able to rebuild his Freeze Gun in under 32 minutes with items from a common appliance store.
